Submission of Local Plan
Chelmsford City Council have announced they submitted their Local Plan to the Secretary of State for Examination by an independent Planning Inspector on 29 June 2018. This follows the completion of three stages of consultation on the Local Plan, which were; Issues and Options, from November 2015 to January 2016, Preferred Options, from March 2017 to May 2017 and Pre-Submission, from January 2018 to March 2018.
The new local plan will replace their existing plan and will shape future growth and development in Chelmsford until 2036 ensuring the right types of development will take place in the right places.
The Secretary of State have appointed Yvonne Wright BSc (Hons) DipT&CP MSc MRTPI as the planning inspector who will hold the independent examination hearing sessions later this year.
Draft Planning Obligations Supplementary Planning Document (SPD)
Chelmsford City Council are also preparing a draft Planning Obligations Supplementary Planning Document (SPD) to support the new local plan.
This document identifies topic areas where planning obligations may be required. These planning obligations ensure payment of new infrastructure which is needed to manage the impact of development, including that identified in the draft Local Plan.
Chelmsford are currently accepting comments on this draft SPD and this consultation will run for 8 weeks from Thursday 12 July 2018 until Thursday 6 September 2018 in accordance with Regulations 12, 13 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
